“Type II” was announced in January 1995. The earliest tournament winning standard deck I’ve been able to find was Vice Age, from U.S. Nationals 1995.
Most of the decks I use for Ultimate Standard come from spring or summer, when the card pool usually is largest, and presumably most well-honed. Standard decks built from only 5 legal sets usually are weaker than decks built from 8 legal sets. But there are exceptions. Most decklists were found from WOTC’s event coverage archives. Some come from a StarCityGames event, but the earliest decks required digging around in the Wayback Machine, the magic dojo, yawgatog, or looking up old usenet posts.
